Purpose:
Research Methods International conducted an independent evaluation of the Start Ready Anticipatory Action Drought Programme in Zimbabwe, implemented during the 2024/2025 agricultural season. The evaluation assessed the relevance, effectiveness, timeliness, sustainability, and value for money of anticipatory drought interventions compared to conventional humanitarian drought response.
The evaluation focused on Start Ready–supported interventions in Gwanda, Matobo, and Masvingo districts, examining whether early, forecast-based action reduced food insecurity, protected productive assets, and strengthened household resilience ahead of peak drought impacts.
Methodology:
A mixed-methods, quasi-experimental design was applied, combining two rounds of household surveys (post-harvest and lean-season onset) with key informant interviews and focus group discussions. Outcomes for households receiving anticipatory action were compared against similarly vulnerable non-beneficiary households. The evaluation assessed food security (HHS, rCSI), agricultural production, livestock protection, water access, cost-effectiveness, and sustainability, guided by OECD-DAC evaluation criteria.
Status:
Completed. The final evaluation report was delivered in January 2026, providing robust evidence that anticipatory action significantly reduced food insecurity, avoided livelihood asset losses, and delivered strong economic returns compared to conventional drought response, alongside clear recommendations for scaling and strengthening anticipatory action in Zimbabwe.
