Private sector development and public sector reform are complementary drivers of sustainable economic growth and effective service delivery. RMI provides research, evaluation, and advisory services in private and public sector development for the International Finance Corporation (IFC), UNDP, bilateral donors, development finance institutions, and government ministries.

The private sector in Southern and East Africa — comprising small and medium enterprises (SMEs), agricultural enterprises, financial service providers, and large domestic and foreign investors — is the primary engine of employment and growth. Yet the enabling environment for private investment is often weak, regulatory barriers are high, access to finance is limited, and productive linkages between the formal and informal economy are underdeveloped. Simultaneously, public sector reform — strengthening civil service capacity, improving public financial management, and enhancing service delivery — is essential for governments to fulfil their development mandates.
