Feasibility Study for the revival of
State Lotteries in Zimbabwe

Project Period: July – October 2025

Purpose:
Research Methods International was commissioned by the State Lotteries (under Ministry Of Home Affairs), to undertake a comprehensive feasibility study assessing the viability of reviving and modernising the national state lottery. The study aimed to inform a final investment decision by evaluating market demand, institutional readiness, regulatory compliance, and financial sustainability under a proposed Public–Private Partnership (PPP) model.

The assignment assessed public attitudes towards gambling, willingness to participate in a formal state lottery, preferred game formats, pricing thresholds, and operational delivery options, while also examining alignment with national development priorities and responsible gaming principles.

Methodology:
A mixed-methods approach was applied, combining a quantitative public market survey in Harare and surrounding urban areas with key informant interviews across government, regulatory bodies, potential private sector partners, and civil society. Advanced analytical tools—including willingness-to-pay analysis, multi-criteria decision analysis, Monte Carlo financial modelling, and structured risk assessment—were used to test technical, financial, and institutional viability.

Status:
Completed. The final feasibility report was delivered in October 2025, confirming strong market demand and recommending a Build–Operate–Transfer PPP model, alongside regulatory reforms and responsible gaming safeguards to support the sustainable revival of State Lotteries in Zimbabwe.
