CARE International in Zimbabwe in partnership with Caritas, through funding from European Commission Humanitarian Aid & Civil Protection (ECHO) have been implementing a disaster preparedness project titled “Strengthening Disaster Preparedness Structures and Systems in Zimbabwe”. The project is being implemented in three provinces; Manicaland Province (Buhera District, Chimanimani District, Chipinge District and Mutare District); Mashonaland East (Muzarabani District) and Matabeleland South (Tsholotsho District). The program is expected to end on 31 October 2023.
The project was built on the previous Zimbabwe Disaster Rapid Response Mechanism (ZDRRM) project implemented from February 2020 to July 2021. ZDRRM project aimed at strengthening local disaster preparedness capacities at both duty-bearer and community levels to establish and maintain gender sensitive and inclusive sustainable disaster preparedness, early warning and response systems that are locally owned and maintained. Thus, the current action sought to target Civil Protection Structures at Provincial, District and Community level.
Overall Objective of Project
The Goal of the project was improved capacity of national and sub-national civil protection structures for disaster preparedness and response for rapid-onset emergencies.
The objective mentioned above culminated to the project achieving 4 results that are detailed below.
1. Capacitated Department Civil Protection Structures train and support ward and community-based disaster preparedness and response.
2. High-risk communities develop and use sustainable evidence-based preparedness and early warning systems.
3. District/Ward CPCs manage and/or have access to emergency preparedness and response infrastructure, technology/equipment and NFIs.
4. Direct support for enhanced response capacity in the event of a rapid onset disaster during the project implementation period (Crisis Modifier).
Purpose and objectives
The main purpose of this Endline study is to assess the outcomes of the project at all levels (Village, Ward, and District and Provincial). In a nutshell this study will validate the performance of the action in attaining set targets.
Specific tasks
i. To assess the outcomes of CBDRM trainings at Provincial level, District level, and Ward level.
ii. To assess the adoption of Gender Sensitive and Inclusive Disaster Preparedness tools at all levels.
iii. To assess how the project improved Disaster Preparedness structures at Community level?
iv. To measure the outcome indicators for the project:
a. % of people in targeted areas able to identify 3 appropriate actions in the event of an emergency.
b. % of beneficiaries reporting that humanitarian assistance is delivered in a safe, accessible, accountable, and participatory manner.
