Climate Adaptation for Rural Livelihoods (CARL) in Zimbabwe Project

Oxfam in Zimbabwe and partners Southern Alliance for Indigenous Resources (SAFIRE), University of Zimbabwe (UZ) and the Swedish Meteorological Hydrological Institute (SMHI) have been implementing a SIDA supported project “Climate Adaptation for Rural Livelihoods (CARL) in Zimbabwe” in Buhera, Gutu and Bulilima districts over the period September 2018 to August 2021. The project seeks to support vulnerable small holder farmers adapt and build resilience to impacts of climate change. This report presents a mid-term review of the project’s progress towards the development objective and lays the foundation for adaptive management. The purpose of the mid-term review is to reassess and conduct an appraisal of the progress made towards set objectives presented in the Climate Adaptation for Rural Livelihoods (CARL) project results framework.

The main objectives of the review are:

  • To assess progress towards the achievement of the project objectives and outcomes as specified in the results framework.
  • To assess early signs of project success or failure with the goal of identifying the necessary changes to be made to set the project on-track to achieve its intended results in the implementation of CARL Project activities conducted in Buhera, Bulilima and Gutu in improving resilience of agricultural production and rural livelihoods.
  • To draw lessons learnt from the drought / dry spell during the 2019-20 agricultural seasons.
